The People's Government of Shenzhen Municipality and Shanghai Fosun High Technology (Group) Co., Ltd. signed a framework agreement on strategic cooperation on 12 April in Shenzhen. Prior to the signing ceremony, Mayor Qin Weizhong met with a delegation led by Guo Guangchang, chairman of Fosun International.

Qin Weizhong, representing the Shenzhen Chinese Communist Party Committee and the Shenzhen Government, extended a warm welcome to Guo Guangchang and his delegation. Qin said that Shenzhen is studying and embracing thoroughly the spirit of the 20th National Congress of the Communist Party of China, as well as the important speeches and instructions given by CCP General Secretary Xi Jinping during his inspection tour of Guangdong.  Shenzhen regards adherence to high-quality development as the fundamental principle of the new era as it strives to create a first-class business environment characterized by marketization, the rule of law, and internationalization.  The city aims to expand and strengthen the emerging industry cluster of “20+8” which includes biomedicine and future industries. It also seeks to actively nurture and develop new quality productive forces, thereby accelerating Shenzhen's development into an economic hub and modern international metropolis with global influence, according to Mayor Qin. He remarked that Shenzhen will provide high-quality services and create favourable conditions under which Fosun can build up its investment and business portfolio in the city. Both parties took the signing ceremony as an opportunity for further deepening comprehensive exchanges and connections, promoting collaborations in various fields, and working together for achievements in the high-quality and mutually beneficial development.

Guo Guangchang expressed his appreciation for the robust backing extended by the Shenzhen government to Fosun's advancement. He highlighted Shenzhen's vibrant innovation culture, evident strengths in research and development, and outstanding business environment, portraying the city as a fertile ground for investment and starting businesses. Fosun is confident about Shenzhen's development and will continue to increase investment in the city, expedite project development, and continually expand its business scope, aiming to make greater contributions to the economic and social development of Shenzhen.

According to the agreement, both parties will fully leverage their respective strengths and establish a comprehensive, deep-level, and multi-domain strategic cooperation relationship based on the principles of “government-enterprise interaction, market economy-based operation, the complementarity of advantages, mutual benefit, and coordinated development”. They will gather high-quality resources for innovation and further strengthen their cooperation in areas such as biomedicine, cultural and sports tourism, and fashionable consumption.

Member of Municipal Committee of the CCP, Lu Wenpeng, and Secretary of the Fosun CCP Committee and Vice President of Fosun International, Zhu Wenkui, also attended the event.
