CPPCC member and Chairman of Fosun Group Guo Guangchang recently noted that “enhancing total-factor productivity is now the first priority in current economic development.” In order to enhance total-factor productivity, it is not only necessary to resolve current high inventories, excess capacity, and other problems through breakthroughs, but it is also necessary to establish China’s new global competitiveness driven by customer demand by a process of “building up”. In view of global economic trends, China taking the lead to create a new model relevant to the “intelligent economy” that encompasses the entire society will be an important starting point for “breakthroughs and building up”.


Guo Guangchang noted that the “intelligent economy” could open up a direct and low-cost information transmission channel between supply and demand, while also enhancing the precision of products and services with the help of big data. Creating the “intelligent economy” will effectively enhance departmental efficiency, reduce inventories, prevent process waste, promote information symmetry and meet individual needs, thus achieving a comprehensive improvement in productivity. Guo Guangchang has proposed to comprehensively accelerate the construction of the “intelligent economy” across the entire industry chain and society-wide management in relation to supply-side structural reforms. At the same time, relevant departments must pay greater attention to the development of the “intelligent economy” by encouraging and supporting a variety of innovative pilot projects, and expediting the development of smart government and cities so as to lay the foundation for a society-wide upgrade to the “intelligent economy”.
