Investing RMB30 Billion in 20 Years, the Dynamic Evolution of Fosun and Hainan
“It was 1988, the year Hainan became a province,” said Guo Guangchang, Chairman of Fosun International.
In 1988, Guo Guangchang cycled more than 3,000 kilometers to Hainan. The sight of over 100,000 people flocking to Hainan left a deep impression on him.
“Waves of people streamed into Hainan because they saw the transformative power of business in shaping society,” said Guo Guangchang.
Fosun has now invested in Hainan for 20 years, with a total investment exceeding RMB30 billion. It has created over 6,000 jobs and contributed more than RMB10 billion in tax revenue.
On 13 April, the 6th China International Consumer Products Expo (CICPE) opened, where Fosun showcased its tourism and leisure, brand consumer, and intelligent manufacturing industries in Hainan. In this vibrant and ever-evolving landscape, Fosun is undergoing a “dynamic evolution” moving in step with the region’s economic development.
Today, let’s explore the core rationale behind Fosun and Hainan’s “dynamic evolution” from three perspectives.
Evolution #1: from bringing in world-class concepts to building original future landmarks
As a core business of Fosun, cultural tourism aligns naturally with Hainan’s advantages. Today, Fosun’s Atlantis Sanya has become an iconic landmark of Hainan’s cultural tourism industry.
But back in 2013, when Fosun decided to develop Atlantis Sanya, it faced skepticism over its massive investment, long payback period, and high risk.
Fosun saw it differently: demand for high-quality family vacations was surging across China, while at that time Hainan had plenty of hotels, it lacked super resort complexes.
While Demand for High-Quality Vacations Surged, Hainan Lacked Super Resort Complexes
In 2018, Atlantis Sanya officially opened. Integrating eight major offerings, including a hotel, water park, and aquarium, this super resort complex ushered in the 3.0 era of Hainan tourism.

Since its opening eight years ago, Atlantis Sanya has generated over RMB10 billion in operating revenue, welcomed more than 40 million guests, and maintained an average occupancy rate of around 85%.
It has consistently led Hainan’s high-end cultural tourism market and created blockbuster IPs such as “Super Summer” and “Aquaventure Pink Night”.
During the 2026 Spring Festival, leveraging Hainan’s customs closure and the 9-day holiday period, Atlantis Sanya achieved an occupancy rate as high as 98%.

From “bringing in world-class concepts” to “pioneering original landmarks”, the evolution continues.
With a total investment exceeding RMB15 billion, Fosun Tourism Group (“FTG”) officially launched the original ULTRAMED Hainan project in October 2024, marking its transformation from a “learner” to a “leader”.
As the world’s first future resort complex centered on the integration of human, nature and AI technology, it will feature a range of AI-driven, immersive experiences. Together with Atlantis Sanya, it will form a complementary positioning of “ocean civilization + future technology”.
“Atlantis has been both well-received and commercially successful. Now, we’re building ULTRAMED. We’re truly grateful for Hainan’s excellent business environment,” said Guo Guangchang.
Evolution #2: from industrial upgrading to a fully integrated global value chain
Before establishing its cultural tourism business, Fosun’s first “industrial foundation” in Hainan was something far more “hardcore” — mining.
Known for its ecosystem-building expertise, Fosun restructured Hainan Mining in 2007. This not only laid a solid industrial foundation in Hainan, but also positioned Hainan Mining as a key platform for strategic mineral resources within Fosun’s ecosystem.
Starting Point: Restructuring Hainan Mining in 2007
Over the past two decades, Hainan Mining has not only relied on its local resource advantages. Instead, it has undergone a profound transformation. Empowered by Fosun’s global ecosystem, Hainan Mining has expanded beyond iron ore into petroleum, natural gas, and new energy, while extending its reach globally. Through acquisitions such as ROC, lithium mine in Mali, and oilfields in Oman, Hainan Mining has built a global resource network spanning China, Southeast Asia, West Africa, and the Middle East.

Network Coverage: China, Southeast Asia, West Africa, and the Middle East
More importantly, Hainan Mining has moved beyond geographic expansion to the integration of a global industrial chain.
In January this year, the first batch of 30,000 tons of lithium concentrate from Bougouni, Mali arrived at Yangpu Port in Hainan. With the official commissioning of the new energy lithium salt processing line, Hainan Mining has officially established its integrated industrial chain of “company-owned high-quality mines + high-quality advanced processing lines”, and its integrated model of “overseas resources + Hainan processing + global sales” has entered substantive operation.

Evolution #3: leveraging the Free Trade Port strategy to build a global “super hub”
The super resort complex represents the globalization of services, while Hainan Mining’s global expansion represents the global integration of resources. Fosun’s third evolution in Hainan is an overall upgrade in strategic vision. It also reflects Fosun’s globalization strategy evolving in step with Hainan’s ongoing opening-up.
At the end of 2025, Hainan launched an island-wide customs closure. During the first 100 days of the closure, visa-free inbound arrivals rose 62.2%, and foreign trade imports and exports increased by 32.9%.
Against this historic backdrop, Fosun no longer regards Hainan simply as a place to deepen its presence. Instead, it is transforming Hainan into a “super connector” to link resources, capital and visitors across China and the world.
Super Connector: Hainan as a Gateway to Connect Global Resources
The two landmarks of FTG are leveraging the advantages of Hainan's customs closure to accelerate internationalization. FTG has introduced leading global hotel brands, international entertainment IPs, and premium duty-free offerings. Supported by visa-free access from 86 countries and a growing international flight network, Atlantis Sanya’s overseas market revenue rose 175% year-on-year in the first quarter.
Global Appeal: Influx of Resources, Capital, and Visitors
Behind Hainan Mining’s global expansion lies a powerful synergy with Hainan’s transformation. The Free Trade Port zero-tariff policy strengthens the company's competitiveness on the global stage.
Global Competitiveness: “Zero-Tariff” Policy Advantages
With this super connector, Fosun has made a leap from bringing in world-class concepts to achieving breakthroughs, setting an example for Chinese companies integrating global resources and building world-class brands.
This alignment with regional development is also reflected in Fosun’s commitment to business for good. The “Rural Doctors Program”, launched by Fosun Foundation, is now operating in five cities and counties in Hainan, enhancing primary healthcare services and improving medical access for rural communities.
“Fosun has been deeply rooted in Hainan for nearly 20 years. Both Fosun and I feel not just deep affection for Hainan, but also strong confidence in its future. Hainan’s open environment has made our globalization journey smoother. Whether in consumer sector, tourism, or intelligent manufacturing, we have found opportunities here to connect with the world. Therefore, I firmly believe that choosing Hainan means choosing the future. We will continue to deepen our presence in Hainan and give back with concrete actions and results,” said Guo Guangchang.
